REMAINING ISSUES

Four issues remain. None are structural failures — this is a doctrinal document performing at the right level. They are identified for v0.3 resolution.

Issue 1 — FAILED and QUARANTINED states have no exit paths.

Both states define entry conditions but no transitions out. A FAILED epoch — corruption detected, replay failure, manifest inconsistency — what happens next? Re-export? Adjudicator review? Issue 2 — Post-export thread modification hazard is partially addressed but not closed.

Section VI establishes that threads are mutable during the live window and continuity-frozen after canonicalization + clearance. This is correct for steady-state. But the hazard window is between EXPORTED and CLEARED: during this interval, a conversation in the epoch can receive new messages in the OpenAI sidebar. Those messages are not in the epoch (already exported) and not in the archive (not yet cleared). If clearance then removes the OpenAI-side content, those messages are in neither place. They are lost.
