- and observability preservation requirements.

But QCEP-1.1 only partially formalizes these.

Meaning:
- the behavior exists,
- but the constitutional language may lag the practice.

This is the strongest amendment candidate.

## 2. Archaeology Before Enforcement

PAC-P1 exposed something important:

## 4. Constitutional Engineering vs Implementation Management

This may actually become the most important conceptual addition.

PAC-P1 exposed a real distinction between:
