## Historical note

These documents were established at root level before a docs/
convention existed. This location carries constitutional authority
through chronology. The rootedness is developmental evidence.

## What does NOT live here

QCSS family documents live in docs/qcss/ ? they emerged after
the docs/ convention and form a distinct family with its own home.
docs/governance/ was considered but not created: relationship
declaration here is the correct intervention, not parallel hierarchy.
