PREAMBLE
═══════════════════════════════════════════════════════════

This catalog is a retrieval authority, not a design document.
It describes what the repository already does.
It does not prescribe where artifacts should go.

A good catalog does not eliminate uncertainty.
It locates uncertainty explicitly.
Where closed-state surfaces are unestablished,
the catalog says so rather than inferring.

Organizing principle (working model):
Repository evidence strongly suggests that governance
surfaces are primarily lifecycle-organized, while
operational surfaces are primarily category-organized.
Location appears to be a consequence of whichever
principle governs the artifact's territory — not a
primary property in its own right.

This model is supported by consistent observed behavior
across four governance lifecycles. It is not asserted
as a proven architectural rule. The catalog is organized
according to this model; it does not constitute proof
of it.

Artifact-chain orientation (working model, not ratified):
Governance lifecycle transitions appear to be additive
rather than substitutive. Prior-state artifacts persist
as trace evidence. New-state artifacts are generated at
new locations. A complete governance record for a
significant item may therefore consist of the artifact
chain across lifecycle states, not a single current artifact.
This model is carried as interpretive orientation.
It is not asserted as a governing principle.

DISTRICT BOUNDARY
═══════════════════════════════════════════════════════════

GOVERNANCE DISTRICT (lifecycle-dominant)
  governance/

OPERATIONAL DISTRICT (category-dominant)
  src/
  canon/
  tools/
  docs/theory/

LIFECYCLE-PARTICIPATING TERRITORY (not district-assigned)
  docs/recon/ — Lifecycle 2 active-investigation territory
  docs/archaeology/ — Lifecycle 2 active-investigation territory
  docs/operations/ — contains both lifecycle-bearing artifacts
                      (pending-adjudications.md, Lifecycle 1)
                      and category-organized operational artifacts;
individual artifacts assigned by artifact type,
                      not by directory membership

NOTE:
District membership and lifecycle participation are distinct.
docs/recon/ and docs/archaeology/ participate in Lifecycle 2.
That is not equivalent to claiming they are governance district.
The investigation demonstrated lifecycle behavior; it did not
establish district boundaries for these directories.

LIFECYCLE 1 — PENDING ADJUDICATION → DISPOSITION
═══════════════════════════════════════════════════════════

Classification: Governance question requiring adjudication

States:

  ACTIVE/HELD
    Unresolved. Awaiting adjudication.
    Location: docs/operations/pending-adjudications.md
Form: inline entry within the register document

  RESOLVED
    Adjudicated and disposed.
    Location: governance/dispositions/
Form: dedicated disposition artifact (e.g. PA-006-disposition.md)

Transition mechanism:
Lifecycle transition generates a new artifact at the
resolved-state location. The origin entry in
  pending-adjudications.md is marked RESOLVED and
  points forward. Both artifacts persist.
This is an additive transition, not a substitutive one.

Transition condition:
Adjudication by David (RODZAKI). No other authority
can close an ACTIVE/HELD adjudication item.

Known instances:
  PA-003 — RESOLVED → governance/dispositions/
  PA-006 — RESOLVED → governance/dispositions/
            also generated: governance/closures/P4-closure.md
  PA-010 — RESOLVED → governance/dispositions/
  PA-004 — ACTIVE/HELD — docs/operations/pending-adjudications.md
  PA-005 — ACTIVE/HELD — docs/operations/pending-adjudications.md
  PA-009 — ACTIVE/HELD — docs/operations/pending-adjudications.md
  PA-011 — ACTIVE/HELD — docs/operations/pending-adjudications.md

Note on PA-006:
Resolution generated both a dispositions artifact and
a closures artifact simultaneously. This is the
clearest observed instance of the additive-chain pattern.

═══════════════════════════════════════════════════════════
LIFECYCLE 2 — ACTIVE INVESTIGATION → FORMAL DEPOSIT
═══════════════════════════════════════════════════════════

Classification: Archaeological or reconnaissance finding

States:

  ACTIVE INVESTIGATION
Working record. May be logs, observations, probes,
    notes, characterizations, synthesis maps.
    Location: docs/recon/ or docs/archaeology/
(These two directories constitute a single lifecycle
    state — Active Investigation Territory.
No confirmed intermediate state between them and
    Formal Deposit has been established.)

  FORMAL DEPOSIT
    Committed finding. Immutable. Formally deposited.
    Location: governance/archaeology/deposits/
    Form: dedicated deposit artifact

Transition mechanism:
The deposit is a new artifact synthesizing or concluding
the investigation. Active investigation artifacts remain
in place as the working record. The deposit is not a
relocated version of a recon document — it is a new
artifact generated at the deposit location.

Transition condition:
  Underdeclared by current corridor practice.
  The catalog records this explicitly:
What makes an investigation ready to become a deposit
has not been articulated as a formal criterion.
The corridor practices the transition but has not
named its threshold. This is a known gap.

Active Investigation Territory — confirmed contents:
  docs/recon/cycle1/ — C1 topology, identity grammar,
                          traversal legitimacy, D8
                          characterization, authority
                          leakage, archaeology integrity,
                          meta-governance
docs/recon/ — semantic probe log, graph emergence
                          log, synthesis maps, observations
  docs/archaeology/ — d8 reconstruction log,
                          field-transition observations,
                          historical anomaly catalog,
                          p2-qxstate-d8 archaeology,
                          semantic lineage notes,
                          shaft topology observations

Formal Deposit Territory — confirmed contents:
  governance/archaeology/deposits/uuid-substrate-finding.md

LIFECYCLE 3 — RESIDUAL/CRITERION → CLOSURE
(Decomposed sub-lifecycle family)
═══════════════════════════════════════════════════════════

Classification: Resolution of an open item, decomposed by type

Preamble:
"Residual → Closure" is not one lifecycle.
It is a family of specialized sub-lifecycles sharing
a family resemblance around the concept of "unresolved."
Each sub-lifecycle has its own open-state register,
  transition condition, and closed-state location.
Treating the family as a single lifecycle produces
  apparently non-uniform transition paths.
Decomposing the family resolves the non-uniformity.

───────────────────────────────────────────────────────────
SUB-LIFECYCLE 3A — CRITERION CLOSURE
───────────────────────────────────────────────────────────

Open-state:
Criterion status tracked within corridor documentation
and completion criteria (QCEP-1.1, Section VII).

Closed-state location: governance/closures/
Closed-state form: dedicated criterion closure artifact

Known instances:
  governance/closures/C1-7-closure.md
  governance/closures/C1-9-closure.md

───────────────────────────────────────────────────────────
SUB-LIFECYCLE 3B — PAC CLOSURE
───────────────────────────────────────────────────────────

Open-state:
PAC directive in-flight (conversational or committed).

Closed-state location: governance/closures/
Closed-state form: dedicated PAC closure artifact

Known instances:
  governance/closures/ATAB-01-closure.md

───────────────────────────────────────────────────────────
SUB-LIFECYCLE 3C — ADJUDICATION CLOSURE
───────────────────────────────────────────────────────────

(See Lifecycle 1 — this sub-lifecycle is governed there.)
Cross-reference: PA-006 resolution generated
  governance/closures/P4-closure.md alongside
  governance/dispositions/PA-006-disposition.md,
  demonstrating that adjudication closure can
  simultaneously instantiate a closures artifact.

───────────────────────────────────────────────────────────
SUB-LIFECYCLE 3D — VERIFICATION RESIDUAL CLOSURE
───────────────────────────────────────────────────────────

Open-state:
  Location: UNESTABLISHED BY CURRENT EVIDENCE
  Note: docs/operations/c1-verification-residuals.md
was the inferred open-state register. This file
does not currently exist in the repository.
Whether this means no verification residuals have
been opened, the file was never created, or it
exists under a different path is not determinable
  from available evidence.

Closed-state location: UNESTABLISHED BY CURRENT EVIDENCE
No verification closure artifact found in
  governance/closures/ or any searched location.

Catalog statement:
  The verification sub-lifecycle's open-state and
closed-state surfaces are both unestablished by
current evidence. This is a known gap.
The catalog records it explicitly rather than
  inferring either surface.

───────────────────────────────────────────────────────────
OPEN-STATE REGISTERS (full inventory)
───────────────────────────────────────────────────────────

The following registers serve as open-state surfaces
for various residual types. They are distinct and
non-substitutable:

  docs/operations/pending-adjudications.md
    — governance questions awaiting adjudication (PA-series)

  governance/registers/open-residuals.md
    — general open items (R-series)

  governance/registers/standing-tripwires.md
    — conditional eligibility surfaces (tripwire-series)

  docs/operations/c1-verification-harness.md
    — verification probe shapes for C1 criteria

  docs/operations/c1-verification-residuals.md
    — STATUS: NOT FOUND (see Sub-lifecycle 3D above)

═══════════════════════════════════════════════════════════
LIFECYCLE 4 — CONSTITUTIONAL INSTRUMENT → AMENDMENT
         → SUCCESSOR INSTRUMENT
(Special-case lifecycle)
═══════════════════════════════════════════════════════════

Classification: Constitutional instrument versioning

Special-case designation:
Lifecycle 4 is included as an exception class.
Its transition mechanism (accretion) differs from
  Lifecycles 1, 2, and 3 (successor-generation).
This difference does not disqualify it as a lifecycle.
It means the catalog must describe it accurately
rather than forcing it into the successor-generation model.

States:

  ACTIVE
    Current governing instrument.
    Location: governance/ root
    Form: named instrument file

  AMENDED (active but modified)
Still governing. Has one or more amendment artifacts
    accreted alongside it.
Location: governance/ root — instrument stays in place
Amendment location: governance/ root (alongside parent)
No directory separation between instrument and amendment.

  SUPERSEDED
    Replaced by a successor instrument.
Departure from active governance surface: confirmed.
    Post-supersession location: NOT ESTABLISHED
(QCEP-1.0 not found in any searched active location.
Whether it persists in git history only, an archive
not yet identified, or is simply absent is not
    determinable from current evidence. "Git-history-only"
is a reasonable inference, not an observed fact.)

Transition mechanism:
ACTIVE → AMENDED: accretion of amendment artifact
at governance/ root alongside parent instrument.
No location change for the parent.
AMENDED → SUPERSEDED: instrument exits active surface.
Successor instrument appears at governance/ root.
    Superseded instrument location unestablished.

Confirmed active instruments:
  governance/QCEP-1.1.md
  governance/RCP-1.0.md
  governance/RCP-1.1.md

Confirmed amendment artifacts:
  governance/QCEP-1.1-MNA.md (amends QCEP-1.1)
  governance/P2-AMD-1.0.md (amends P2 instrument)

Confirmed superseded instruments:
  QCEP-1.0 — superseded by QCEP-1.1
    Active-surface location: NOT FOUND

KNOWN GAPS AND OPEN QUESTIONS
═══════════════════════════════════════════════════════════

GAP-1 (from G-2):
  Verification sub-lifecycle (3D) open-state and
  closed-state surfaces both unestablished.

GAP-2 (from G-3-A):
  Superseded constitutional instrument post-supersession
location not established beyond exit from active surface.

GAP-3 (from G-1, residual):
  docs/archaeology/ and docs/recon/ are treated as a
unified Active Investigation Territory. Whether internal
thematic distinctions between them correspond to any
meaningful lifecycle substates is not determinable
  from filename evidence alone.
Content inspection could resolve but has not been
  authorized.

GAP-4 (Lifecycle 2 transition condition):
What makes an active investigation ready to become
a formal deposit has not been articulated.
The corridor practices the transition; the threshold
  has not been named.

HELD QUESTION:
Artifact-chain refinement — working interpretive model.
  Not ratified as catalog invariant.
  Evidence: governance lifecycle transitions appear
to be additive rather than substitutive, with prior-
state artifacts persisting as trace evidence.
Status: supported; one evidentiary step ahead of
  full ratification.
