# Standing Tripwires Register

Standing conditional eligibility surfaces created by adjudication.
Entries here confer eligibility for fresh adjudication at a named
future event. Eligibility is never obligation. No entry may be
instantiated for the purpose of triggering itself.

## PA-003-T1 — C1-7 Path B forward eligibility
- Source disposition: PA-003 (Master Index 5.10.4.3)
- Trigger event: legitimate emergence of a QX_TRANSFORM-capable
  baseline (QX_TRANSFORM authority becomes grantable via its own
  authorized activation path).
- On trigger: PA-003 Path B becomes ELIGIBLE for fresh adjudication.
- Guards: eligibility not obligation; no presumed outcome (Path A may
  still be affirmed); Cycle 1 closure remains final and is not
  retroactively contingent; the trigger must arise through legitimate
  sequencing and must never be instantiated to satisfy itself.
